Community Council's Inaugural Meeting
Ardentinny's new Community Council held its inaugural meeting on Tuesday 17 November, 2009. The meeting was opened by Shirley MacLeod (Area Corporate Services Manager, Argyll and Bute Council and Acting Depute Returning Officer). She began by congratulating the new committee who, she stressed, had offered their services at an exciting time for Community Councils and would form a key role in governance structure. She also said that they were required to elect a Convener, Secretary and Treasurer. Copies of the Constitution; Standing Orders; and Best Practice agreement were distributed to committee members. Val Kennedy was elected Convener and Officer to deal with Planning issues. Elaine Allan was elected Secretary and Eileen Connell, Minute Secretary. Malcolm Barteley was re-elected Treasurer. The committee members are required to formally adopt or adapt the Constitution and Standing Orders at their next meeting with any adaptations being subject to Argyll and Bute Council approval. It was decided to hold the next Community Council meeting on Tuesday 15th December at 7.30. p.m. in the Village Hall. Thereafter meetings will be held at the same time every two months on the first Tuesday of even months of the year, e.g., February, April etc. All residents are welcome to attend. On appointment of the new office bearers, the re-appointed Convener, Val Kennedy, took the Chair. The minutes of the previous community council meeting were approved by the re-elected members and these are now available online (PDF 53kb).
Matters arising from these minutes produced a report from Malcolm Barteley on the Baron MacInturner Cairn project and an enlightening initial report on the feasibility of a local hydro power scheme from Dennis Gower. Councillor Bruce Marshall sought to elicit the Committee's view on whether the village would be in agreement to a new, reduced housing plan in lieu of the 36 houses originally proposed by the National Park. As the Ardentinny Working Group and Community Council had only received 'what could be interpreted as stalling responses to their requests for further information on the original proposal', the view of the meeting was that the National Park should formally inform both the Ardentinny Working Group and Community Council regarding any changes to that original proposal and properly consult residents accordingly. It was not considered either appropriate or possible for the committee to respond on the residents' behalf to Councillor Marshall's request, as that consultation had not taken place. Councillor Marshall agreed and said he would report back to the Park Authority. Members of the Working Group agreed to call a meeting to discuss & take forward, and the Community Council agreed to write to the National Park requesting information.
There was no Police Report.
Jim Robinson raised the issue of recurrent flooding at the car park which Councillor Marshall said he would pass on. He informed those present that the Council has a new, centralised contact service line - number 01546 606614. Calls will be charged at the local rate.

A range of topics was covered from disturbance of the peace at the beach picnic area and theft of Bowling Club property; the issue of private parking provision for the two centre cottages next to the church; the Baron MacInturner Cairn project; the Proposed New Housing Development; the condition of the roads; care services for village residents; and the condition of the caravan park; to the review of Community Councils in Argyll and Bute; and Scottish Government changes to the future planning system.PC Goldie informed the meeting that the police, along with trained Forestry Commission personnel, plan to jointly patrol the Ardentinny beach area and Loch Eck as part of an education, as well as enforcement, process.
As part of the Treasurer's report, it was pointed out that the Village Hall Association had donated £1,000 to the Community Council for the purposes of maintaining the village tubs and funding the Cairn project. This money was originally part of the funds handed over to the Hall Committee from the now folded Community Trust.
